Hi Confused.
There are nine 2010 ballot measures and they all do vastly different things. Ballotpedia is a good first-step resource:

Here's a rundown of the main ones:
Amendment 60, 61 and Proposition 101 are anti-tax measures pushed by anti-government Colorado politics person Doug Bruce who hates everything to do with taxes. The vast majority of analysts and lawmakers across the political spectrum, far left to far right, have come out against the measures. In short, detractors say these "Bad Three," as they're being referred to, would bankrupt the state and the money they would save taxpayers would fall way short of the services they would cut.
Amendment 62 is the anti-abortion "personhood" amendment. It grants fertilized human eggs all the rights of an adult citizen of the state. Its full ramifications are still cloudy. Pregnant women would be subject to criminal charges should they infringe upon the rights of the eggs in their wombs. If they recklessly ended the pregnancy, for example, even unwittingly, say by drinking in the early stages of their pregnancy, they could theoretically be subject to homicide charges. Amendment 62 would outlaw abortion but also much contraception. Most fertility clinics would shut down in the state. University stem cell research would end.
Amendment 63 seeks to block the federal health care reform legislation passed this spring. Backers of this amendment like the health care system we have now better than the one the new legislation seeks to create because they believe the reform legislation treads on capitalism and limits freedom. Question is: How has our "capitalist freemarket" health care system worked for you and the people you know?
Thanks!
